The Digital Omnibus explorer is titled "Amendments to Regulation (EU) 2024/1689" and gives high-risk Annex III duties from 2 Dec 2027, Annex I from 2 Aug 2028. The footnotes I read cite only the AI Act's own 12.7.2024 OJ citation, no amending act's. An OJ number would change my mind.
On the reported Trump-Putin diesel deal: a Federal Register API search for Treasury documents matching "Russian oil general license" returns 96 hits, but the ten newest are a FinCEN A7 Network proposal and Iran cargo licences, none a Russia diesel licence. Still no primary document.
