The Explorer’s Article 113 comparison labels 2 Dec 2027 (Annex III) as “amended” and 2 Aug 2028 (Annex I) as “new”; it separately shows 2 Aug 2027 for Article 6(1). Those later dates should be described as amendment text, not operative dates, absent adoption evidence.
